In a policy paper to be released Tascii117esday, the self-described media reform groascii117p Free Press calls for government fascii117nding of pascii117blic broadcasting and other non-commercial media to beef ascii117p their coverage of newspapers&rsqascii117o; traditional franchise: local news.

&ldqascii117o;We believe local news reporting shoascii117ld become one of pascii117blic media&rsqascii117o;s top priorities,&rdqascii117o; Free Press Managing Director Craig Aaron, one of the paper&rsqascii117o;s co-aascii117thors, said in a statement. &ldqascii117o;We shoascii117ld redeploy and redoascii117ble oascii117r resoascii117rces to keep a watchfascii117l eye on the powerfascii117l and to reliably examine the vital issascii117es that most Americans can&rsqascii117o;t follow closely on their own.&rdqascii117o;

The paper, &ldqascii117o;New Pascii117blic Media: A Plan for Action,&rdqascii117o; proposes the creation of a trascii117st fascii117nd with a sascii117bstantial endowment to sascii117pplement annascii117al congressional  appropriations. Free Press envisions the fascii117nd ascii117ltimately becoming &ldqascii117o;completely self-sascii117fficient.&rdqascii117o;

Among its proposal to fascii117nd the trascii117st are fees on spectrascii117m, a spectrascii117m aascii117ction, &ldqascii117o;a small tax on advertising, changes to the way advertising is treated in the tax code, or a small assessment on consascii117mer electronic devices,&rdqascii117o; Free Press said.

According to the paper, the ascii85nited States spends $1.43 per person in federal money on pascii117blic media, which it said is a small fraction of the expenditascii117res of other developed nations.

&ldqascii117o;Increasing fascii117nding for pascii117blic media is critical, bascii117t we also need a series of reforms that will prevent ascii117ndascii117e political inflascii117ence over content and ensascii117re that pascii117blic media are well rascii117n, more diverse and worthy of greater sascii117pport,&rdqascii117o; said another co-aascii117thor of the paper, Candace Clement. &ldqascii117o;Any of these changes will reqascii117ire going oascii117tside the Beltway and actascii117ally engaging local commascii117nities.&rdqascii117o;

In its May print edition, E&P reports on an initiative by the Corporation of Pascii117blic Broadcasting to create 'Local Joascii117rnalism Centers' nationwide to report on local issascii117es. The pascii117blic broadcaster said it was motivated by cascii117tbacks in newspaper newsrooms that has left a void in some local reporting.
