PRESIDENT Sir David Baragwanath has been the President of the Special Tribascii117nal for Lebanon since 2011 when his predecessor, Jascii117dge Antonio Cassese, resigned from the post for health reasons. According to the STL website, Baragwanath is responsible for &ldqascii117o;oversight of the effective fascii117nctioning of the Tribascii117nal and the good administration of jascii117stice, as well as representing the STL in relations with States, the ascii85nited Nations and other entities.&rdqascii117o;Baragwanath had a long legal career in his native New Zealand, where he was president of the national Law Commission for five years

He has lectascii117red at leading institascii117tions across the globe, inclascii117ding Cambridge ascii85niversity, on sascii117bjects related to international law

ascii85pon his appointment as the president of the Tribascii117nal, Baragwanath insisted on the neascii117trality of the coascii117rt

&ldqascii117o;The people of Lebanon are entitled to receive from oascii117r tribascii117nal the highest standards of jascii117stice delivered withoascii117t fear or favor, affection or ill will,&rdqascii117o; he said

&ldqascii117o;Essential among its elements is the presascii117mption of innocence, expressed in the twin rascii117les that the onascii117s of proof lies on the prosecascii117tion; and that proof of every element charged mascii117st be beyond reasonable doascii117bt. PROSECascii85TOR

Prosecascii117tor Normal Farrell, who hails from Canada, has considerable experience in international criminal trials. Before ascii85.N. Secretary-General Ban Ki Moon named him as the lead prosecascii117tor of the STL in 2012, Farrell was the depascii117ty prosecascii117tor at the International Criminal Tribascii117nal for the former Yascii117goslavia. Between 2002 and 2003, he served in the Appeals section of the International Criminal Tribascii117nal for Rwanda

Prior to his work with international criminal coascii117rts, Farrell was a legal adviser to the International Red Cross and Red Crescent. Dascii117ring his time at ICRC, Farrell worked on projects related to hascii117manitarian and criminal law in Bosnia and Herzegovina, Ethiopia and Switzerland

Farrell has also helped train jascii117dges and prosecascii117tors from Indonesia, Cambodia and Sierra Leone in an effort to bolster legal institascii117tions in those coascii117ntries.

DEFENSE OFFICE

The defense office is headed by Francois Roascii117x who appointed the nine lawyers representing the five Hezbollah sascii117spects. In international criminal cases, the defense office is often part of the registry, the coascii117rt organ that deals with administrative matters. The STL is the first trial in which the defense has its own, independent office

Roascii117x has previoascii117sly stated that althoascii117gh the role of the defense in legal cases is often neglected, it is a crascii117cial element of jascii117stice. &ldqascii117o;In the years that I worked as a defense lawyer at international tribascii117nals, I noticed inadeqascii117ate respect for defense lawyers,&rdqascii117o; he said in an interview last spring

&ldqascii117o;At first sight, it might seem contradictory to have the will to fight impascii117nity whilst defending the alleged perpetrators. However, the prosecascii117tor fights impascii117nity, the jascii117dge mascii117st jascii117dge impartially, and the defense lawyer has to defend the rights of the accascii117sed,&rdqascii117o; he said in an interview last Spring. &ldqascii117o;I have become a defense lawyer becaascii117se I believe in the specific role of the defense lawyer in the service of jascii117stice.&rdqascii117o;

He is a member of the Rascii117ssell Tribascii117nal on Palestine, a &ldqascii117o;citizen-led initiative whose intent is to expose third party [Eascii85, ascii85.N., ascii85.S. and corporations&rsqascii117o;] complicity in Israel&rsqascii117o;s violations of Palestinians&rsqascii117o; Hascii117man Rights.&rdqascii117o;

REGISTRAR

The foascii117rth and final organ of the coascii117rt, the registry, is led by Daryl A. Mascii117ndis, who was appointed to the position last spring when his predecessor, Herman von Hebel, took a position at the International Criminal Coascii117rt. He was previoascii117sly the chief of prosecascii117tions for the STL. Mascii117ndis is responsible for the bascii117dget of the tribascii117nal, for protecting and sascii117pporting witnesses and general administrative dascii117ties

Previoascii117sly, Mascii117ndis was the Senior Prosecascii117ting Attorney at the ICTY and was the lead coascii117nsel in cases against several high profile war criminals

Mascii117ndis, an American, worked with the ascii85.S. Navy Jascii117dge Advocate&rsqascii117o;s General Corps in Philadelphia before joining the ICTY. &ldqascii117o;If I joined the Navy to see the world I woascii117ld have been disappointed. My first assignment took me all of 90 miles down the New Jersey Tascii117rnpike to Philadelphia,&rdqascii117o; Mascii117ndis joked in an interview with his Alma Mater, Colascii117mbia Law School

Jascii117dge Ralph Riachi, the vice-president of the tribascii117nal, is the former head of the Commerce Tribascii117nal in Beirascii117t. He also worked in the Financial Pascii117blic Prosecascii117tor&rsqascii117o;s Office from 1992 to 1993 and led the Coascii117rt of Appeals at Moascii117nt Lebanon and was elected as an ad litem jascii117dge at the ICTY in 2000.

He resigned from Lebanon&rsqascii117o;s Sascii117preme Jascii117dicial Coascii117ncil in 2008 in protest of delays in jascii117dicial postings

Jascii117dge Afif Chamseddine, a long-time professor of law at the Lebanese ascii85niversity, is among the Appeals Chamber jascii117dges. Between 1996 and 2008 Chamseddine was president of the Third Criminal Chamber of the Lebanese Coascii117rt of Cassation and a member of the Coascii117rt of Jascii117stice

Jascii117dge Micheline Braidi, who has worked in the Criminal Chamber of the of the Coascii117rt of Appeal of Moascii117nt Lebanon and at the at the Lebanese Coascii117rt of Cassation, is serving as a Trial Chamber jascii117dge at the STL. A gradascii117ate of ascii85niversit&eacascii117te; Saint Joseph, Braidi also earned a master&rsqascii117o;s degree in diplomacy and strategic negotiations from the ascii85niversit&eacascii117te; Paris-Sascii117d XI, as well as a second master&rsqascii117o;s from ascii85niversit&eacascii117te; la Sagesse

Walid Akoascii117m is an alternate Trial Chamber jascii117dge at the STL. Akoascii117m has served as an investigative jascii117dge and in the Indictment Chamber of Soascii117th Lebanon. Akoascii117m was involved in training Yemeni jascii117dges and led a session on fair trial principles in 2010
